While much of the global framework for investment in refining and petrochemicals is driven by international cost factors and federal policies, Texas must work closely with the industry to assure a fair and balanced tax structure.  At present, the relatively heavy reliance on property taxes and the capital stock component of the State franchise tax place a disproportionate burden on this sector.

The Tax & Capital Dollars Solutions Team established a "fast track system" for the Economic Alliance to monitor legislation.  Of top importance the Team is balancing the tax and regulatory concerns of all partners, industry, small business and local municipalities.  On a continuing basis, the Team will work on a Post Crisis Economic Recovery Plan
